A List from Ezra Repeated in Nehemiah

A Bible reader making their way through the historical books of the Old Testament could be forgiven for feeling a sense of déjà vu after finishing Nehemiah, chapter 7.

If this describes you, the good news is, you’re not wrong! With a couple of exceptions[1], Nehemiah 7:6–73 is an exact copy of Ezra 2:1–70. While these passages are not the sort of fast-paced narrative that might captivate a modern reader, they are an accountant’s dream. These passages give a thorough list of the people who moved back to Jerusalem from Babylon during the reign of Cyrus. (See Ezra 1:1–11.)

Many Christians struggle to read a passage like this once. So why would it be in our Bibles twice?

The answer cannot be merely that Nehemiah found the scroll and wrote down what he read (Neh 7:5). Just a chapter later some Torah scrolls were read in public but were not copied into Nehemiah’s narrative. Something else is going on.

The current article is a case study of what Peter wrote about recently. When the Bible quotes or alludes to other parts of the Bible, we should take extra care to understand.

Ezra 2

The historical context of both passages is important. In Ezra 2, we have a list of the people “whose spirit God had stirred to go up to rebuild the house of the Lord that is in Jerusalem” (Ezra 1:5). God had put it in the heart of Cyrus, king of Persia, to send some of the captured Jewish people back to Jerusalem. The temple had been destroyed when Nebuchadnezzar’s army had leveled the city, and the people of God were now being charged (by a pagan king!) to rebuild what had been knocked down.

In the long list of chapter 2, the author took great care to list the people who returned by clans and families (Ezra 2:2–35). However, we also read of people specifically gifted and trained to help with the temple rebuilding efforts: the caravan back to Jerusalem included priests (Ezra 2:36–39), Levites (Ezra 2:40), singers (Ezra 2:41), sons of gatekeepers (Ezra 2:42), temple servants (Ezra 2:43–54), and sons of Solomon’s servants (Ezra 2:55–57).

What is the point of the list in Ezra 2? This thorough accounting shows that Cyrus really did let people leave for Jerusalem and that they were prepared for the work of rebuilding the house of the Lord and resuming temple worship. Much of the rest of Ezra recounts the success of those rebuilding efforts.

Nehemiah 7

By the time we get to Nehemiah 7, somewhere between 70-80 years have passed since that multitude hiked back to Jerusalem. Nehemiah is handing over the governorship of Jerusalem (Neh 7:2) after having successfully managed the rebuilding of the city wall (Neh 7:1).

But the work of reconstruction was not complete. The temple had been reopened and the wall was repaired and functioning, but the city itself was still a wreck. “The city was wide and large, but the people within it were few, and no houses had been rebuilt” (Neh 7:4). There was a third phase to the rebuilding efforts yet to come.

Then Nehemiah discovered the Ezra 2 scroll:

Then my God put it into my heart to assemble the nobles and the officials and the people to be enrolled by genealogy. And I found the book of the genealogy of those who came up at the first, and I found written in it: (Neh 7:5)

If we wonder why the long passage was included twice, we can start here. Nehemiah calls this “the book of the genealogy.” The leaders would rebuild the city by tribe and clan, so the genealogical records of those who repopulated the city were vital.

This played out later in Nehemiah. As the leaders made efforts to repopulate the city of Jerusalem, they cast lots to relocate people from the surrounding area (Neh 11:1). But when the list of people who settled in Jerusalem is given in Nehemiah 11:3–24, it is organized in part by tribe.

One List, Two Purposes

Although Ezra 2 and Nehemiah 7 are almost identical passages, the contexts show that the lists and enumerations were used for two different purposes. In Ezra, the list confirmed that Cyrus made good on his promise and that the returnees were ready to rebuild the temple. In Nehemiah, the list was recalled for genealogical purposes in an effort to rebuild and repopulate the city of Jerusalem.

There are several places in the Bible—like the tabernacle instructions and construction in Exodus—that seem repetitive, and we may wonder why God would preserve such passages for our benefit. Instead of viewing these passages with frustration or impatience, we can humbly ask God to teach us.

Often, these repetitions are instances of God’s people using his word in a faithful way. In addition to learning about each of the passages involved, we have examples for our instruction.

[1] These two passages are not exactly identical, and the small discrepancies have caused large stumbling blocks for some people. All of God’s word is important, including these differences, but that is not the focus of the present article.

What We Miss When We Skip the Book of Ezra

The book of Ezra is an odd duck. It bears the name of a man who doesn’t appear in its first half. Though titled like a minor prophet, this is a book of history, one far shorter than most historical books in Scripture. And it is one of the few portions of God’s word set after the Babylonian exile.

I couldn’t find any data to justify this suspicion, but I would guess that Ezra is not commonly read or studied by modern Christians. I get it—among other barriers, there are long lists of names in chapters 2, 8, and 10.

Yet, this little book has much to offer!

God Works in the Hearts of Kings

God rules over kingdoms and kings—this is true everywhere and at all times. But it is made explicit with surprising frequency in the book of Ezra.

We see this in the very first verse of the book: “…the Lord stirred up the spirit of Cyrus king of Persia, so that he made a proclamation throughout all his kingdom and also put it in writing …” (Ezra 1:1)

We also read that the Lord “had turned the heart of the king of Assyria” toward the Israelites (Ezra 6:22). The author of the book blesses God “who put such a thing as this into the heart of the king, to beautify the house of the Lord that is in Jerusalem, and who extended to me his steadfast love before the king and his counselors, and before all the king’s mighty officers” (Ezra 7:27–28). Finally, as part of his confession, Ezra thanks God that he “has extended to us his steadfast love before the kings of Persia, to grant us some reviving to set up the house of our God, to repair its ruins, and to give us protection in Judea and Jerusalem” (Ezra 9:9).

In Ezra a group of Israelites journeyed from Babylon to Jerusalem to rebuild the temple of God. Since they left captivity, traveled through dangeous territories, and settled in an occupied land, these people needed the approval, help, and protection of the local and central rulers. God gave them this favor, often by creating in the rulers a desire to help God’s people.

In addition to these large examples, the Lord worked in large and small ways to bless his people through governmental (and even bureaucratic) channels.

Repentance Requires Radical Action

Shortly after Ezra arrived in Jerusalem, he learned of widespread sin among the people. They had “not separated themselves from the peoples of the lands with their abominations” and had “taken some of their daughters to be wives for themselves and for their sons, so that the holy race has mixed itself with the peoples of the lands” (Ezra 9:1–2).

God’s people had taken wives who worshiped foreign gods. This was disastrous, as the Israelites were trying to reestablish a community of faith and these marital bonds were likely to lead them in the opposite direction.

It sounds shocking to our modern ears, but repentance in this situation needed to be drastic. Here was Ezra’s prescription.

You have broken faith and married foreign women, and so increased the guilt of Israel. Now then make confession to the Lord, the God of your fathers and do his will. Separate yourselves from the peoples of the land and from the foreign wives. (Ezra 10:10–11)

While the last two chapters of Ezra should prompt a longer discussion about marriage and divorce, one thing is clear. Ezra took sin and repentance seriously. His grief over his people’s transgressions would make the modern church stagger.

Worship is Central

The Israelites headed back to Jerusalem to rebuild the temple. They began with the altar and when that was finished, before any other part of the temple was constructed, they resumed the offerings, feasts, and festivals (Ezra 3:3–5). When they started to make progress on the temple itself, the people were moved: “And all the people shouted with a great shout when they praised the Lord, because the foundation of the house of the Lord was laid” (Ezra 3:11).

When the people finished the temple, they dedicated “this house of God with joy” and kept the Passover (Ezra 6:16, 19).

The narrative of the book then moves to the man Ezra, a priest and scribe. But this too is about worship. “Ezra had set his heart to study the Law of the Lord, and to do it and to teach his statutes and rules in Israel” (Ezra 7:10). Though the people had resumed the temple practices, they needed the word of God at the center of their worship, so God sent Ezra.

All About Worship

The centrality of worshiping God is a central pillar of Ezra. Even the first two themes I mentioned in this article are connected to worship. (God’s work in kings helped the people build the temple; radical repentance was needed because the people were being led away from worshiping God.)

This is one way that Ezra connects to the overarching story of the Bible. We were made to worship God, but our rebellion means that we need a pure high priest to make our worship possible. Ezra reminds us of this central activity of the community of God and our dependence on him to draw us near.

Toward Balanced Bible Application

I didn’t spend much time around weight rooms or gym culture before college. Once there, I quickly noticed which equipment got the most use.

The young men at my gym were hoping for bigger arms, shoulders, and chests. The benches and barbells for these exercises were in high demand. But few guys were working toward strong legs. I could jump on most of the leg-focused machines without waiting.

For many of these men, the result was an imbalanced physique. They focused on what they found most important without much concern for overall strength, fitness, flexibility, or endurance.

Strange as the comparison may seem, sometimes we unconsciously do this same thing when it comes to application in Bible study.

Two Directions for Application

In our guide to learning to study the Bible, my co-blogger Peter explains how application can be directed two ways. In reflecting on Matt 22:35-40, he writes this:

These two commands show two “directions” in which we can apply any passage of the Bible: inward and outward. We can work on becoming more Christ-like people who love God more desperately (inward application), and we can work on becoming more selfless people of influence who love others as Christ has loved us (outward application).

I’m not sure it’s necessary to measure down to the milligram, but the majority of my recent application has been decidedly inward. I realized this when preparing my latest small group Bible study. It is far too natural for me to think about myself, and I have been neglecting large areas of my life—marriage, parenting, friends, neighbors, coworkers—where God may be calling me to repent.

Not all passages lend themselves to every sort of application. However, seeing this deficiency, I wanted to challenge myself to right the ship.

Example: Ezra 8 setup

My small group is currently studying Ezra, and our upcoming text is chapter 8. Here’s some background.

Ezra begins with God’s people in exile. The nation of Judah has been taken away to Babylon (and its surrounding areas), while Israel was taken away earlier by the nation of Assyria. God moves within Cyrus, king of Persia (which now controls Babylon), to send Jewish exiles back to Jerusalem to rebuild the temple. Cyrus sends them back with his blessing, supplies, and money.

The people rebuild the altar and resume worshipping God. Through some serious disruptions, they also rebuild the temple. God’s hand is evident as he grants his people favor with those in power.

After a number of years, Ezra (a scribe and priest) is commissioned by the new king, Artaxerxes, to return to Jerusalem. This is the re-establishment of God’s word at the center of temple worship. Finally, in Ezra 8, we have a list of those who return with Ezra, Ezra’s efforts to include Levites in his caravan, God’s protection of those who were traveling, and a precise accounting of the silver and gold that was being delivered to the temple. The chapter ends with the people worshipping God in the temple.

Here is my attempt at a main point for this chapter: God provides all that is necessary to worship him, because that is the main occupation of his people.

Example: Ezra 8 application

Here are some initial applications I wrote down which flow from this chapter and its main point. I prepared these both for myself and as exploratory questions for my small group.

  1. I should be filled with wonder, awe, and thanks for all God has done in history and all he has done for me.
  2. I need to confess that at times I’ve found worship dull and uninteresting; at times I’ve avoided God.
  3. How can I talk to my family/friends/neighbors about worship (what is most valuable and worthy)? I should pray for the chance to talk to [neighbor’s name redacted].
  4. Do I believe/remember how central worship is to God’s purposes in the world? How would this affect me if I did?
  5. How can I remember and daily confess my dependence on the Lord (verses 21–23)? Would historic documents like the Heidelberg Catechism be helpful?

Only one of these applications (#3) is an outward application; all the rest are inward. That doesn’t make them bad applications, but I’m feeling an imbalance.

In challenging myself to generate three more outward applications, here’s what I came up with.

  1. God provides everything we need for worship; how can I emphasize this with my children when we talk about personal or corporate worship?
  2. How can I encourage those who serve in different capacities in my church’s worship service?
  3. Are there ways I can help a family with young children during my church’s worship service?

An Inventory

I suspect most people are prone to emphasize some application categories over others. But this might go unnoticed without some examination.

If we glance back at recent Bible study notes, we might be able to identify patterns and work to balance out our application muscles.

Theological Themes in Ezra—Nehemiah

I think the most important theological contribution Ezra-Nehemiah makes to our cultural context is its vision of the all-encompassingness of walking with God. These books show that every aspect of life is governed by the sovereign God. And this God is concerned about all aspects of life; there is no sacred-secular divide, no distinction between religious devotion and the rest of life—food, sex, work, worship, parenting, sorrow, joy, and everything else we do and experience in this life and the next comes under the sovereign purview of our almighty, faithful, fierce, loving Father. And, really, is that not the message of the entire Bible?

Why Study Ezra

Have you ever read Ezra? Have you bothered to study it? If not, Jesse Johnson thinks you should.

After explaining one of the Bible’s most incredible prophecies (Isaiah 44:24-45:1), Johnson says this about Ezra:

The proclamation is that Israel would return, and is what is fulfilled in the book of Ezra.

Ezra is worth studying because it is a full-color illustration of Yahweh’s sovereignty. Nearly every chapter speaks of the meticulous application of that sovereignty for the purpose of rebuilding Israel. Nehemiah will focus on rebuilding Jerusalem’s physical architecture, but before God gets to that, Ezra first describes the rebuilding of Israel’s spiritual architecture, namely the temple and the priests.

The most remarkable thing about the book of Ezra is that despite their zeal in the return, and despite the miraculous nature of God’s prophetic word, the return doesn’t go well. In fact, it ends in failure.

He concludes:

Study the book of Ezra. As you do, the more you are in awe of God’s meticulous sovereignty, let that impress upon you that for those apart from Christ, they don’t need a miracle. They don’t need a new start. They need a new heart, which only comes through New Covenant.
